Joanna Brown, director of HR and OD, London Borough of Camden
Paul Creber, September 17, 2018
Brown is the director of HR and OD for the London Borough of Camden; a diverse inner-London borough with 4,600 employees
Brown joined the local authority in 2014 from Hertfordshire County Council where she worked as the head of workforce strategy.
During her time at London Borough of Camden the organisation has transformed into a modern responsive council focused on improving services and outcomes for residents, partners and businesses.
Brown is passionate about demonstrating organisational leadership to tackle issues such as child poverty and inequality. Under her leadership, Camden is a London living wage and Timewise employer and was the first local authority in the country to publish its pay data (ahead of statutory requirements), including information on its gender pay, BAME and disability pay gaps.
Throughout her career Brown has had a special interest in how digital and technology can help organisations become more efficient and outcomes-focused. She currently oversees the council’s Smarter Working Programme, which aims to facilitate a more collaborative and agile way of working. Having successfully launched a cloud-based HR system and a range of Office 365 products in the past year, the programme is now moving onto a new finance system and a broader suite of digital collaboration tools.
Leading a team of 80, Brown has a special interest in how local authorities can continually seek to improve and remain focused on what matters to their residents. Her recent focus has been on exploring today’s leadership requirements in the context of complex organisational systems.
Brown has a Masters in human resource management from Kingston Business School and an undergraduate degree from the University of Sheffield. She is currently studying to be an executive coach at Roffey Business School.
